Since the late 1990’s, Sacramento County has offered three impact fee deferral programs to encourage economic development, affordable housing and residential developments.  The three programs allow for the deferral of impact fees for Affordable Housing (also includes fee waivers), residential, and non-residential projects.  The programs allow developers/homebuilders to pay a small portion of development impact fees at building permit, and defer or delay paying the remainder of the fees until a later date (deferral period varies).

Development Impact Fees are fees collected at building permit issuance to fund a variety of major public facilities such as road, transit, sewer, drainage, water supply, library and park improvements.

The Colonia San Martin Apartments, 7271 Florin Mall Drive, an affordable housing project photographed under construction and completed in 2008, received county and sanitation district fee waivers.​

 

The Sierra Creek Senior Apartments, completed in 2006, is a 144 unit affordable senior complex located on Elverta Road in Antelope.

This project participated in the Affordable Housing Fee Deferral and Waiver Program.
